Matt Phlatt lives a normal humdrum life in urban Flatworld, a wet and windy city, along with his fat cat, Geoff, and fish, Chips. After an accident at work, in which he receives a massive jolt of electro-magnetic energy, a dangerous bank robber is released from a 1930's black and white film...his day can only get worse.
